Revealed: how the FBI coordinated the crackdown on Occupy

New documents prove what was once dismissed as paranoid fantasy: totally integrated corporate-state repression of dissent

It was more sophisticated than we had imagined: new documents show that the violent crackdown on Occupy last fall – so mystifying at the time – was not just coordinated at the level of the FBI, the Department of Homeland Security, and local police. The crackdown, which involved, as you may recall, violent arrests, group disruption, canister missiles to the skulls of protesters, people held in handcuffs so tight they were injured, people held in bondage till they were forced to wet or soil themselves –was coordinated with the big banks themselves.

The Partnership for Civil Justice Fund, in a groundbreaking scoop that should once more shame major US media outlets (why are nonprofits now some of the only entities in America left breaking major civil liberties news?), filed this request. The document – reproduced here in an easily searchable format – shows a terrifying network of coordinated DHS, FBI, police, regional fusion center, and private-sector activity so completely merged into one another that the monstrous whole is, in fact, one entity: in some cases, bearing a single name, the Domestic Security Alliance Council. And it reveals this merged entity to have one centrally planned, locally executed mission. The documents, in short, show the cops and DHS working for and with banks to target, arrest, and politically disable peaceful American citizens.

The documents, released after long delay in the week between Christmas and New Year, show a nationwide meta-plot unfolding in city after city in an Orwellian world: six American universities are sites where campus police funneled information about students involved with OWS to the FBI, with the administrations’ knowledge (p51); banks sat down with FBI officials to pool information about OWS protesters harvested by private security; plans to crush Occupy events, planned for a month down the road, were made by the FBI – and offered to the representatives of the same organizations that the protests would target; and even threats of the assassination of OWS leaders by sniper fire – by whom? Where? – now remain redacted and undisclosed to those American citizens in danger, contrary to standard FBI practice to inform the person concerned when there is a threat against a political leader (p61).

As Mara Verheyden-Hilliard, executive director of the PCJF, put it, the documents show that from the start, the FBI – though it acknowledgesOccupy movement as being, in fact, a peaceful organization – nonetheless designated OWS repeatedly as a “terrorist threat”:

“FBI documents just obtained by the Partnership for Civil Justice Fund (PCJF) … reveal that from its inception, the FBI treated the Occupy movement as a potential criminal and terrorist threat … The PCJF has obtained heavily redacted documents showing that FBI offices and agents around the country were in high gear conductingsurveillance against the movement even as early as August 2011, a month prior to the establishment of the OWS encampment in Zuccotti Park and other Occupy actions around the country.”

Verheyden-Hilliard points out the close partnering of banks, the New York Stock Exchange and at least one local Federal Reserve with the FBI and DHS, and calls it “police-statism”:

“This production [of documents], which we believe is just the tip of the iceberg, is a window into the nationwide scope of the FBI’s surveillance, monitoring, and reporting on peaceful protestors organizing with the Occupy movement … These documents also show these federal agencies functioning as a de facto intelligence arm of Wall Street and Corporate America.”

The documents show stunning range: in Denver, Colorado, that branch of the FBI and a “Bank Fraud Working Group” met in November 2011 – during the Occupy protests – to surveil the group. The Federal Reserve of Richmond, Virginia had its own private security surveilling Occupy Tampa and Tampa Veterans for Peace and passing privately-collected information on activists back to the Richmond FBI, which, in turn, categorized OWS activities under its “domestic terrorism” unit. The Anchorage, Alaska “terrorism task force” was watching Occupy Anchorage. The Jackson, Michigan “joint terrorism task force” was issuing a “counterterrorism preparedness alert” about the ill-organized grandmas and college sophomores in Occupy there. Also in Jackson, Michigan, the FBI and the “Bank Security Group” – multiple private banks – met to discuss the reaction to “National Bad Bank Sit-in Day” (the response was violent, as you may recall). The Virginia FBI sent that state’s Occupy members’ details to the Virginia terrorism fusion center. The Memphis FBI tracked OWS under its “joint terrorism task force” aegis, too. And so on, for over 100 pages.

Jason Leopold, at Truthout.org, who has sought similar documents for more than a year, reported that the FBI falsely asserted in response to his own FOIA requests that no documents related to its infiltration ofOccupy Wall Street existed at all. But the release may be strategic: if you are an Occupy activist and see how your information is being sent to terrorism task forces and fusion centers, not to mention the “longterm plans” of some redacted group to shoot you, this document is quite the deterrent.

There is a new twist: the merger of the private sector, DHS and the FBI means that any of us can become WikiLeaks, a point that Julian Assange was trying to make in explaining the argument behind his recent book. The fusion of the tracking of money and the suppression of dissent means that a huge area of vulnerability in civil society – people’s income streams and financial records – is now firmly in the hands of the banks, which are, in turn, now in the business of tracking your dissent.

Remember that only 10% of the money donated to WikiLeaks can be processed – because of financial sector and DHS-sponsored targeting of PayPal data. With this merger, that crushing of one’s personal or business financial freedom can happen to any of us. How messy, criminalizing and prosecuting dissent. How simple, by contrast, just to label an entity a “terrorist organization” and choke off, disrupt or indict its sources of financing.

Why the huge push for counterterrorism “fusion centers”, the DHS militarizing of police departments, and so on? It was never really about “the terrorists”. It was not even about civil unrest. It was always about this moment, when vast crimes might be uncovered by citizens – it was always, that is to say, meant to be about you.

    Thank you for posting this, Jean! As one of the founders/creators of a local Occupy that was targeted by COINTELPRO tactics VERY effectively(we went from 300 very active, excited, well informed and mostly experienced members to about 10 regulars in a few months time thanks to well targeted and persistent disruptions) this article does the very opposite of scare me away.

    First they ignore you, then they laugh at you, then they fight you-then you WIN!:-)

    They’ve now blocked me pretty effectively from posting my own writing on my blog, or from posting or sharing *anything* on facebook. They’ve stalked me, harassed me,tried to kill me (jury still out on if they have succeeded);-/ but far from giving them any advantage-as soon as I was totally unable to post I found other blogs posting exactly the things I was trying to post, as soon as I was too ill to march in the streets I find there are hundreds to replace me-

    As Blackfire says “For every One you lock up , there’ll be a thousand more!”;-)

    Much thanks to all those digging out this info and posting and getting it into the public eye. The more aware people are, the worse these tactics work.

    Targeted activists who die often become martyrs, like Rachel Corrie, Gypsy Chain, and MLK-the movements they worked for becoming more powerful and successful not only in spite of their loss, but because of the outrage over it. (The same appears to be happening with the young woman who was raped in India who has now passed-her suffering has galvanized the people of India to rise and say No More! This is going to continue all over the world-the more they cause harm to the innocent, the more people will rise to remove them)

    Everyone in Occupy knows it is NOT about US, and it won’t be stopped by killing us, or scaring us off. Occupy, like #IdleNoMore, is an expression of a much deeper reality; that the people of Earth are *DONE* being slaves.

    Just like trying to cap an active volcano, or cut the head off a hydra-disrupting Occupy did not stop the momentum: pushed down by COINTELPRO and violence, the energy that was erupting thru Occupy shifted and is now rising thru #IdleNoMore. Cut that head off, and more will appear.

      Ohwentsya, I really admire people who are actively physically engaged in liberating people at great risks to themselves. I am sorry you have been targeted. I know many are able to contribute by organizing global blogs like Jean & others, channeling and direct activism like yourself. I decided one thing I could do was to analyze news and other events, find the ‘silver lining’ or antidote and share it with others. It’s the one thing I can do in trying to help my family, co-workers and others I encounter stay out of fear. I also took a workshop on “active listening” which is very helpful. I used to think that’s not very much and maybe, compared to others’ contributions, it isn’t but then it’s also ego talking.

      I’ve noticed in all your postings your grounded courage, faith and love shine through.

      I just had a thought that Gandhi’s famous quote you cited, “First they ignore you, then they ridicule you, then they fight you, and then you win.” maybe needs to be updated for the emerging non dualistic world.

    Over the years upon reading particularly disturbing stories such as Naomi’s, I developed the need to look around for the “silver lining”. t’s been my way of staying out of fear and anger. So I hope you will bear with me as a post another article documenting humanity’s consciousness shift toward unity. The battle went on for four months, leading to about a million casualties on all sides, and the war itself continued for another two years.**

    To put these stats in perspective, there are about 50,000 names of the deceased on the Vietnam War memorial wall. There were about 70 million dead, counting everybody – civilian, military and all sides during WWII.

      It is good to look for the silver lining always! I think this article contains one already in that the info has been released and we see the truth so much sooner than we did with say the water cannons etc during civil rights. Also as I mentioned below;-) First they ignore you, then they laugh at you, then they fight you-then you WIN!;-) We’ve gotten all the way to the fighting part, not much further now.

      They might think the violence and creepiness would deter people from speaking out or protesting but I think it will do the opposite. The hungrier people get the less cowardice there is. Perhaps well fed, employed people in a 1950′s America, or even 1970′s America could be threatened and co-opted into obedience, but those days are long gone I think.

      People are hungry and homeless, people are seeing the man behind the curtain a bit too clearly now-and we are connecting with one another across old, false boundaries like country lines, racial lines, culture lines, political lines-we are finding that we are all connected thru the heart and all those old lines are tricks.

      Many people posting #IdleNoMore stuff use the same heart centered and connection based terminology that you see here and on other spirituality centered sites. Many of us in Occupy were working to bring NVC training to the public and make it central in our own groups(this was a key sticking point for the COINTELPRO folks;-) anything to do with REAL change they went after viciously-they want window dressing protests only.

      They are really pulling out all the stops, because it is becoming more and more obvious that they have already lost.

    I love this quote from Immanuel Wallerstein 1995 book After Liberalism:

    ** The great world disorder into which we have entered is caused not by the struggles of the oppressed but by the crisis of the structure that oppresses them.**

    Wallerstein argues that all along the promise of political “liberalism”, such as slowly expanding the franchise, the idea of “education” to get ahead, child labor laws and what not reached its peak in the global revolutions of 1968 when capitalism maxed out and the system could no longer bribe the masses.

    ** The true meaning of the collapse of the Communisms is the final collapse of liberalism as a hegemonic ideology.     In very real time we are seeing the collapse of what David Icke calls the “Control System”. In the U.S. one of the astonishing signs is America’s stunning police shortage. For some time now the image of police as the “good guys” has been blurring – too many killer cops, too many TSA gropings, too many ordinary people harassed at political demonstrations [or hearing their kids talk about it], too many stories of FDA/pharmaceutical thugs raiding colloidal silver & other alternative sources. At the same time we are seeing too few arrests of the crooks and criminals that tanked the economy with clear fraud.

    I think it’s important to realize that police, just like everyone else are also getting all the lovely energies coming in and their consciousness too is shifting.

    I just now Googled “police shortage” [without the quotes] and got 35,200,000 links in .28 seconds. Here’s some excerpts from the first listing, an ABC News article posted in July 2012. Notice how quickly the problem mushroomed in the U.S.

But four years ago, they had 300, reports Elaine Deck, a researcher who has been studying the problem for the International Association of Chiefs of Police. In rural towns in the South, the number of people showing up to take the written police exam has often dropped 80 percent, she says.

    In Fairfax County, Va., an entrance exam advertisement would draw 4,000 people five years ago. Now, it brings in 300.**

  7. Ah…just another sign of just how desperate the cabal is. They must be running scared if they’re doing this as well as all of their horrible Manchurian Candidate stuff. It is certainly very, very interesting just to watch all of what’s happening as we get closer and closer to the shift. It’s funny…after December 21st, I felt such a strong uptick in the energetic forces that I’m feeling. It seems that every day after that, I can’t help but to feel these stronger forces now.
